GCC C3 Markets Set To Expand On Internal Security Concerns

Documental Solutions, a leader in defence market analysis, has recently reviewed its analysis of the Gulf Co-operation Council (GCC) Region's Command, Control and Communications (C3) market for the period 2008-2015.

This market has a total forecasted sales value of approximately $9b within the forecast period; an estimated $5b of which are un-awarded opportunities for industry. Our analysis is based on 532 individual product-level forecasts from our DS Forecast defence market analysis database.

Saudi Arabia is the biggest customer for C3 in this region with a forecasted value of approximately $4.8b, 54% of the total regional value, with the biggest opportunities being the Saudi Border Guard System, Saudi Air & Missile Defence C2 Upgrades and Saudi Army Integration C2.

UAE and Qatar represent 23% and 7% of the regional totals respectively.

Bahrain has the fastest growth rate primarily due to HLS C4I and Combat Net Radio Integration opportunities.

The GCC demand for HLS is becoming a key driver in the GCC C3 market as internal and regional domestic instability continues to increase relative to the conventional military threat.

EADS has the largest share of the total GCC C3 market at approximately $750m within the forecast period, 8% of the total market value, with the Yahsat SATCOM Payload, Qatar HLS C2 and Saudi Tetrapol accounting for the majority of its business. Thales and Rohde & Schwarz are second and third largest in this region with 3.6% and 2.8% respectively. Please note that these totals show C3 system revenue only and do not include subsystem and component revenue. Also, these totals do not include the value of unawarded programs that each company may win in the future or any classified programs.

Tactical Networks is the largest market segment of the total GCC C3 market at approximately $1.7b within the forecast period, 19% of the total market value, with the Saudi Arabia Border Guard Communications Network, UAE Tactical Communications Upgrade and UAE Military Telecom Infrastructure accounting for the majority of the sales value. HLS C2 and Air and Missile Defence are the next largest functional segments.

We expect the GCC C3 market to increase in the near future because of increased funding for HLS C2, Battle Management C2 and Satellite Communication equipment. HLS C2 expansion is due to increased regional instability. Battle Management C2 growth is driven by the region's high education levels that allow GCC militaries to successful adopt advanced C3 technology. Satellite Communications growth is driven by the desire to obtain communications independence from foreign suppliers and domestic demand for bandwidth from digitization programs.

In the long term, Air and Missile Defence C2 will grow as regional militaries seek to acquire second generation missile defence capabilities to counter increasing regional strategic missile threats.

Top Opportunities for GCC C3 Market
The largest opportunities are Saudi Arabia Border Guard Communications Network, Saudi Arabia Border Guard C2, Saudi Arabia Air & Missile Defence C2 Upgrades within Tactical Networks, HLS C2 and Air and Missile Defence respectively. Other top C3 programs in addition to the ones listed include; Kuwait C4I Integration, UAE TBMD (Theatre Ballistic Missile Defence) C2, Saudi MIDS-LVT datalinks, Saudi Tactical Battle Management System, Saudi Arabia Fire Control C2.
