European Defence Agency, The European Defence Agency (EDA) awarded the contract for the study into Huge Network Wireless Connectivity for the Future ARMS on 14 November 2007.

The successful consortium, the WINEA consortium, is lead by Thales Communications of France and includes the following six co-contractors:

— SELEX SISTEMI INTEGRATI of Italy,
— Institut Saint Louis, the Franco-German joint institute
— ISKRA of Slovenia
— Rheinmetall of Germany
— DIEHL of Germany
— ASTRIUM SaS of France

The consortium will be aided in their efforts by eleven sub-contractors:

— GMV of Spain
— HAI of Greece
— NEXTER Systems of France
— Thales Netherlands of the Netherlands
— Thales Italia SpA of Italy
— Thales Alenia Space Italia of Italy
— IBM Deutschland GmbH of Germany
— EADS Defence & Security of France
— EADS Innovation Works of Germany
— SELEX Communications of Italy
— ELSAG-DATAMAT of Italy

The study will not only address the technical risk posed by the technology needed to support the “huge communication network” necessary to implement the ARMS concept, but will also contribute the initial roadmapping for the ARMS Concept Feasibility Demonstrator, currently discussed by the EDA Member States.

The overall ARMS Initiative will also benefit from an ISTAR Capability Requirement generation process that is going to start on the 5th of December with the ARMS Common Staff Target Work Shop, reserved to ISTAR-Sensor governmental experts.
