EU nears compromise on defence integration

, The European Union appears to moving closer to an agreement on military integration. But after the first of two days of talks by EU defence ministers in Rome, the idea of setting up an EU military headquarters, completely independent of NATO, appears to be losing support. Diplomats, though, said there was now broad agreement that the EU did need to develop its own military planning capabilities.
