A certain person on Twitter just got something whispered in his ears....
This is his revelation:
"The future of Russian made Mi-35 and Mi-17 helos in Indonesian military hang on the balance. Initial plan to upgrade those helos is uncertain today. No allocation of fund yet, although previously there were plan to upgrade the helos. Only US made helo will have upgrade program."

- It sounds so sensational, but maybe Penerbad plan to operate the Russian helicopters the next 10-15 years without upgrades until retirement. Or next month the Mi-17V-5 and Mi-35P will get an upgrade after all....its all so mysterious...
- "US made"...totally unclear what he means. All NBell 412 to EPI-level? The brandnew AH-64E doesnt need an upgrade, unless he means that the Apaches without radar will get one installed.

Until other more reliable sources can give us more information, we should regard this statement as his standard-early-morning-i-need-something-to-post-revelation.

Edit. If im not wrong Penerbad still have some old Bell 205s in its fleet, but these are so old, they just have to retire them.

That's where the 412 coming in. Basically they're the 205 replacement. After the last 205 accident/crash, the Army talk in media that the remaining 8 of 205 will be hold and reduce from operation. Not long after that, they sign contract with Bell and DI as subcontractor for 9 Bell 412 EPI. Difference on EPI to existing EP in Inventory mostly related to Systems and Avionics. Thus in theory those EP can be upgrade to EPI standard.

Not much different then upgrade existing F-16 to Blk 50+ standard.

Whatever you call on Russian made assets, those Mi-17 are rugged airframe. Despite some accident in Papua, those Mi-17 has shown it worth. I'm not fan on using Russian assets for TNI, mostly due to TNI's supporting infrastructure has been geared for Western made assets for some time. However personally I like those Mi-17, and in my opinion it's better to stick with them.

I actually dont understand why licence production has ended. Including this order, IPTN could have delivered more than 20 Bell 412 after 2000.

PTDI produces Bell 412 componens and become Bell Global supply chain. Yup, they dont assemble it inside PTDI factory and it has less collaboration compared to Airbus helicopter.

I don't know whether Indonesian Aerospace has a license production for Bell 412 EPI, but they do have production license for the Bell 412 EP. It may be that since the EPI is a newer product the license doesn't cover the EPI version, or it might be that as common for new defense systems, the first few will be manufactured in the country of origin while local production will happen latter.

Indonesian Aerospace's license for the Bell 412 did indeed lapse in 2000. Apparently at the time TNI hadn't place any order for Bell 412 for several years due to '98 financial crisis in Asia and thus they let the license lapse. However, in 2010 Indonesian Aerospace re-licensed the Bell 412. The Bell 412 EP was specifically mentioned as covered in the license. You can find quite a few old articles where Indonesian Aerospace delivered Bell 412 EP after 2011 and those articles usually mention licensed production.

The EPI version though was introduced in 2013 and I don't know if they're covered in the license. If it's not I hope Indonesia Aerospace will buy the license for that model too since the market is shifting toward the EPI version.

The new Komodo D7 looks really great, but it is also quite similar to the HK417/G28/M110A1. I wonder if it is designed from scratch or 'inspired by'the HK417.

The article talks about a senapan serbu/assault rifle, but looking to the appearance, specs and the official name D7 Precision Marksman Rifle SA its actually a semi-automatic designated marksman rifle.

In this video we can see their range of products, we can also see that they really make their own parts.

This is huge "possible" corruption case going on for Apache acquisition. It is the investigation from BPK. I wonder why it took so long to investigate it ???? I wonder whether it is related to a bribery case from the OEM/broker company that make them "mark-up" the value of the acquisition or it is the work of internal Armed Force by manipulating the internal data ? There is previous Apache acquisition corruption case that has made one of Indonesian Armed Force officer get life on prison. This irregularity should have been found on that trial process, I wonder how they can only find it now ???

Acts like this really weaken the armed forces. Besides that security forces like the police and the military have to be an example for the people..

Two days ago two members of the police were caught for selling arms and ammunition to terrorists, now two army soldiers were caught for the same reason.
Selling weapons illegally is already a heavy crime, but selling weapons to OPM-terrorists is really an unforgivable sin. The terrorists will use these weapons to kill civillians and their colleagues, and now they are only threated with getting an additional punishment of getting kicked out/fired!?


Although these are airforce elite soldiers/Paskhasau-members, i just put it here.
These guys give an example how a soldier really have to act, they prevented a suicide of a depressed Covid-patient and rescued her by holding and pulling her up from the window.

This article shown more on what and why the strategy for Indonesian SOE Defense Industries to be held under one umbrella. This is more to syncronise the overall strategy to get in to Global defense supply chain. In short to be viable Industry, this holding look for supply chain work share. For that, it's also clear why they're going to work more with Western defense Industry. It's the Western defense Industry that already work as part of their strategy, diversified their supply chain. Both from cost concern and also market access.

It's not easy to find all discrepancies with one audit on the book from one side only. Especially if involved International transaction. Those guys that doing it, knows how to syncronise banking book, how to create similarities on trade finance/LC transaction, etc. You have to see the book in here and the book from the other part. When dealing with International transaction, the auditors or anti corruption agency need to talk with their counterpart in other side to check what the suppliers or purchaser really been paid or done they payment. They have to find substantial proof first if there's discrepancies suspicion, before they can ask their counterpart on the other side to make a move.

Example was Garuda Corruption scandal few years ago. The Indonesian Corruption Agency only move after their Counterpart in UK told them to check Garuda's transaction with Rolls Royce. This after UK's authority found that Rolls Royce keep 'other' book on their International transaction. Why the Indonesian auditor didn't find out before ? Because Garuda's book in those transaction with Rolls Royce are properly countable and Balances. The UK's Auditors also didn't found out any discrepancies, until they got information that Rolls Royce keep other book for their International transaction.

This why now Bapenas and Ministry of Finance ask for Multiyears budget calculation. Since they can see all transactions contract for procurement, asset handling, transportation and life time sustainment. Most of hanky panky are not done on the big procurement contract, it's too obvious and harder to hide any side streaming. They will go to lesser support transaction like Transport, Training, and maintenance. That's why I talk before why Indonesian like to divide one project to multiple projects. That's what Bapenas and Ministry of Finance now try to keep tracking by multiyears budget Financing.

All of this are part of money laundering scheme. People mostly think money laundering are done by Criminal Organization or Terrorist doing their shady business. As Banker I can tell you that majority of money laundering in the world are done by Legitimate Business institutions doing legit and proper transaction. This can be done to hide from Tax to doing some kick back like what Rolls-Royce done. It's not easy to handle and there're many ways to hide your real transactions in global day to day business deals. That's why Global Money Laundry agreement as part of transparency transactions being done.

When doing kick back, many are using overseas Banks not related to your transaction Banks. Those guys that KPK or State Attorney catch red handed, I can tell you is Amateur. The real players will never have transaction in Indonesia. They will have the transaction say In Singapore or Hong Kong, but the money will also not going to Singaporean or Hong Kong Bank. The money will circulate in other nations Banking system, mostly using Bermuda, Mauritius, or Lichtenstein (since Swiss Bank now getting more honest). They can even circulate on African Banks for some time, before ending up back to London or New York as clean transaction. Like I said even with all Global safe guard right now on Money Laundering, there's still lot of way to do it. Why do you think Bit Coins price keep increasing ?

Is it a licence production agreement so PT Republik Defensindo can produce the RM-70 MLRS under licence, is it a licence production for the 122 mm rockets, or is it a cooperation to develop new 122 mm rocket designs? Something Pindad is also working on.

Base on that article, the cooperation is on the launcher system, not the rocket. I think it's more likely then the Rocket. After all the RHAN122 already been tested on Marines existing RM-70, so not make sense for another rocket agreement.

Now Pindad it self is being reported already have some talk with Avibras for potential co-op with their MLRS. Perhaps why Excalibur talk with another Domestic Industry on this. This Republic Defesindo is already doing some work maintaining Marines equipment. Pindad more in tune with the Army need, perhaps that's why Marines try other Private Domestic Industry and Work Shop doing maintenance and later on suppliers for their need.
