This is already circulating in Indonesian enthusiast forum for two days. Now Jane's pick it up the copy of document from Bappenas Credit Allocation allotment. This is not done deal yet, as has to go to MoF where finance guys make final assessment and also negotiate with Financial Institution on credit financing term. If they don't get the deal, and credit line allotment must be back to drawing board.

Basically Bappenas agree for USD 450 budget for taking over Garibaldi which Fincatieri according to their source agree to refurbished toward TNI-AL specs. Bappenas also agree for finance package for both Transport and Utilities/Specialist helicopters. Speculation talk about Bell that id front runner with 412 and UH-1Z. Alltough it is also rumours the utility going to be more for anti submarine.

Either way the usage for Garibaldi if being procure is not for VTOL Fighter carrier, but more as Helicopter assault and drone carrier.
There are only 11 AS565s in the airfleet on TNI-AL, the NAS332 is taken out of service, and if i'm not wrong there are only 3 NBell 412SP helicopters left over. So the Indonesian government also needs to get a budget to order also a large amount of helicopters, at least a dozen. Without those helicopters the whole acquisition of the Guiseppe Garibaldi is pointless, unless they want to turn it into an UCAV-carrier the coming years.

Full version of Jane's article also talk that the budget for Garibaldi is also accompany by budget for Transport Helicopter (USD 250 mio) and Utilities Helicopter (USD 300 mio).

Without those helicopters the whole acquisition of the Guiseppe Garibaldi is pointless, unless they want to turn it into an UCAV-carrier the coming years.
The Carrier plan to hold two functions, Amphibious Commando Carrier, and UCAV/Drones Carrier. The package with Fincantieri also include their refurbished work to upgrade Garibaldi toward specs that TNI-AL aim. This Carrier will be the proof of concept platform in my opinion for TNI-AL to operate both function.

Last weekend, TNI conducting public day that show case their equipment existing and new for open public in Jakarta main square. This in conjuction to their 80th aniversary.

Plans to develop an amphibious version of the N219 already appeared in 2017 (post #977).
I am still very skeptical (post #3067) that the development of this version can be finished before 2040, if it ever becomes reality.

Re commando carrier is there any information on how many could be carried for this role ?

The detail modification work that Fincantieri offer has not been circulate. However I suspect the total aircraft can be carried will not much differ when under Italian Navy. Thus means it will be around 16-18 aircraft.

What now being studied is what kind of Helicopter going to be choose. I suspect it will be 412 and Caracal as DI already part of Bell and Airbus Helicopter supply chain for both Helicopter. The TB-3 UAV is the chosen drone, as primary function with TNI-AL. If being choose the Drone Carrier is first/primary function, Commando Carrier second, with potentially ASW Carrier third. The third one is actually only speculation at this moment as not being taken as priority compare to first and second function.

Again like I said, the detail modification that Fincantieri offer has not been circulate officially. For now TNI-AL only talk that their intention to convert the carrier as Drone Carrier and Amphibious Commando Carrier plus abilities to provide disaster relieve. Personally I will be surprise if it can get more than 100 marines. It will be support by other amphibious assets like LPD and LST where most Marines transported.

UUV Prototype that PAL claim as theirs seems going to be shown at TNI 80th days at 5th October. I put it as PAL claim because eventough it is later on build by PAL, but they are having Partner that so far not officialy aknowledge. Some rumours talk previous Partner from Germany, now from China. Again that just rumours but changing partner can explain why UUV design changes.

This is the fastest domestic build missile boats and seems being aim to replace South Korea build Tacoma class missile boats that come in 80's. This KCR 60 use combination of Turkish Missiles and sensors combine with Italian guns and electronics. Something that seems going to be repeated by domestic naval ships under present contracts.

The new KCR 60 also being planned for 3rd Fleet in Eastern Indonesia waters. The OPV 90 also planned to 3rd fleet, and potentially even the Turkish build KCR 70.

PAL.seems already prepare the working prototype for their UUV project. The prototype model that I put on previous post is only mock up. However the prototype seems smaller then the mock up. Some digging shown PAL plan to develop smaller UUV (KSOT in their term) for Surveillance and Kamikaze purpose and larger one (as with the model) that being use for attack and equip with torpedoes.

Yesterday also TNI AL shown their Chief conducting visit to Japanese Oyashio class Submarine and Mogami Frigate. Japan is keep offering Mogami to Indonesia, eventough so far the Turkiye Istiff still has better chances. However I have more interest on Oyashio class submarine as rumours circulate that Japan also potential open to let some their Oyashio Submarine as interim Submarine that TNI-AL now looking for. Japan open on that potential as their Taigei begin to enter JMSDF fleet.

The lead candidate for Interim Submarine that being circulate is surplus PLAN S-26. If Japan offer Oyashio, this is something that can be considered especially if the offer include modification on the system toward newer Soryu class standard.

Keris FB got some more photos from Enthusiasts that passing through PAL facility from harbour side. If the target to flood out this ship on the similar state as HMS Venturer being launch by Babcock few months ago. Then perhaps the target for end October or early November can be reach.

From what I gather, the info still being aim by end of this month. PAL need to clear out the dock Semarang soon to begin assembly of LPD's modules that they already prepared for some times. I suspect they are going to assembly both Philippines LPD #1 and then follow by UAE LPD. After that they move to FMP #2 and follow by Philippines LPD #2.

They have another large dock (dock Irian), however even in paper can be use for assembly/construction job, the dock seems more focus on MRO jobs.

I'm not specialist on Shipyard Industry financing, but seems to me there are other private yards in Batam or Lampung area that have better scheduling arrangements. So far PAL has not delay much, but I still sense it is precarious assembly scheduling. For that I still believe PAL taking too much order relative to their own capacity.

Government should consolidate all state owned shipyard under one company. If it is going to be under PAL, then so be it. There are state owned shipyard that has large order and work schedules like PAL, but also others that from what I heard from finance people significantly underused capacity.
