It gets me wondering about the security clearance processes that even let him join. Don’t think you’d get into the Australian forces in the same situation.

Given that he has an entirely Chinese name & was in the USN for a relatively short time before starting his treason, I think Sandhi Yudha is right, & there was more to it than money. It's even possible that he was planted in the job.
If he was planted he would have mentioned his initial contact with his Chinese handler to his fellow sailors, and he wouldn't have been getting paid to provide relatively minor intel items
More likely the Chinese hoped to develop him for a long term asset

Not necessarily. Here in lies the problem with vetting people with dual nationalities, there is no test for loyalty that is 100% accurate. It comes down to doing a risk assessment and making a judgement call but at the end of the day noone can read people's minds and predict what someone will do tomorrow.

Anyone can decide, for billions of reasons (most of the time...money) to cooperate with an enemy or competitor.

This year in Italy a navy officer (a Captain) was sentenced to life in prison (30 years in Italy maximum for non violent crimes) for espionage in favour of the Russians, and he didn't even visited Russia in his life once.

There is no elimination of risk of someone being turned, but it also does not mean that screening isn't effective. There are always factors that make one more susceptible than the other, such as family history, economic situation, or a rarity these days, ideology

The article mentioned he was acquitted him of naturalization fraud. This meant he was not born or grew up in the US. This will certainly be one factor. Whether he was a plant or not, we will not know.

But it is also not uncommon for state intelligence to blackmail, and many of these migrants still have large, extended families back in their origin countries. Chinese MSS is well known to leverage on this within the overseas chinese community to apply pressure on migrants to perform illegal actions etc.
