Some updates. 5 of the MiG-29 fighters that Ukraine received from Crimea are now back in flying condition.

Overall, this is just a piece of the overall effort to restore the Ukrainian air force to working order. It seems that the most effort was taken with the Su-25s, which makes sense given that they're simpler aircraft, as well as more useful if hostilities in the east resume.
None of this, however, may be enough if Russia once again provides the air defense for the rebel forces.

Hardly an important factor. In '14, once advanced Russian SAMs, and ELINT/EW assets were deployed, the Ukrainian airforce was effectively forced out of the sky. Nothing about the current crop of restored jets is in any way qualitatively superior to what Ukraine had then, and quantity wasn't really a huge issue. Honestly, ever since "someone" shot down a Tochka SRBM over Donetsk, it became obvious that the sky over Donbass is under serious control.

If the ex-Kazakh Air Force planes are ever handed over to the Ukrainian Air Force, they could re-energize the Ukraine's air defense capabilities by providing it with MiG-31s to down any Russian planes continuing to penetrate Ukrainian airspace, and Su-24s might give the Ukraine additional weapons to bomb more Russian positions in Crimea in hopes that Russian troops on the Crimean peninsula capitulate and surrender Crimea.

The US has reportedly snapped over 80 combat aircraft [fighters and bombers], stemming from the Soviet-era, from an auction in Kazakhstan, Kyiv Post said.

Ukraine's ability to keep a MiG-31 force flying is going to be limited. Su-24s, Su-27s, and MiG-29s would be far more valuable. That having been said they're about to receive F-16s, and the quantities promised are high double digits.
