That's what I was saying; RAMICS is an airborne system that can shoot into water, and AHSUM is the underwater Phalanx system to be mounted on ships and subs. Hence the word AND between them, they are two different systems.

While not truly fixed, CAPTOR mines and their ilk would seem to be a reasonable way to get fixed torpedo installations back. Of course target discrimination is going to be an issue.

The problems with the idea are:
  1. As you noted, target discrimination. The simplest solution would be to cable them back to a command station onshore, but that makes the system very vulnerable to that facility being taken out. Might still work if it is acceptable to make the system ‘fail deadly’.
  2. Operational lifetime. Probably limited by a battery life, almost certainly under 1 year. Then you have to recover and refurbish them. Again, cabling them to shore could extend this time and permit remote diagnostics to monitor for other failures.
  3. This is essentially a minefield and must be defended against clearing operations. In the near future that will probably be stealthy Autonomous Underwater Vehicles (AUVs) launched from a sub or passing ‘merchant’ vessels. This is why cables to shore is a bad idea, because they are very easy to trace once found. Preventing this will require regular surveys with divers or ROVs, depending on the water depth.
