Grumman Iranian F-14 Promotional Video

This a 1970's Grumman promotional video showing and explaining the process of how US contractors delivered the F-14's to Iran, worked with and trained Iranian personnel and helped integrate the F-14 into the Iranian air force.

You hear one of the contractors saying that they were "working themselves out of a job" so that the Iranians could be capable of operating the F-14's on their own. This is similar to how US contractors work in GCC countries today.

It also has some nice footage of Iranian F-14's in the air and on the ground.

It's a very interesting video.

Excellent video. Gives a good look at what it takes to make several dozen advanced fighters operational in a foreign nation.

to the extent only that there is limited prior infrastructure. (Would be different if this concerned e.g. some western European country or Japan)

True. There the logistical infrastructure is already in place. But it can be compared to say supplying the Su-30MKI's to India, or the MKA's to Algeria, or the MiG-29's to Malaysia.

I think he may be talking about infrastructure like good housing and American-style schooling, etc. for the contractors.
