There is a world wide shortage of ballistic protected tyres at the present moment.
I would doubt that you'd be able to source supply in the current climate unless you have a long established track record - and you have a bona fide contract to deliver on. The problem is that some of the manufacturers are directly tendering for supply contracts - so if they have a whiff of the contract there is a strong possibility that they'll go for the bite.
The heavy plant and ballistic tyre shortage is projected to last for the next 5-10 years.
If you're serious then you can email me with brief details of volume, numbers of specialised sets, time frame and tyre spec ranges as I do deal in mil hardware provisioning. I will need to know which country its for as well, as Australian Govt regulations prohibit me from dealing with some countries.
But, you need to understand that nobody will do anything unless they see L'sOI, L'sOC and credentialed documents from a recognised and positioned International First Class Bank. There is a shipping penalty that is added up front and held as collateral in case deadlines aren't met etc..... Typically that charge is 10% of total shipment value for month and is based on any part of that calendar month and extends for 20 working days.
You will need deep pockets as prices are FOB and transport is at the buyers expense etc.... Heavy vehicle tyres are expensive items to transport as they're physically heavy as well.
