So one of these bad boys can wipe out a state. It's speed make it impossible to hit dead on.

What you do is make an missile that get's near it, and put an micro size nuclear bomb on it. That means it will evaporate instantly. Now we can counter it and stop an huge disaster from taking place.

An small amount or radiation 2 an state wiped out and full of huge huge radiation.

Guidance and targeting would still be a problem since the anti-ballistic missile would need to get close enough to the path of the ICBM and detonate, so that the ICBM and/or the MIRV's would be caught within the blast. The difficulty in timing the detonation is one of the reasons why hit-to-kill systems have been getting developed for BMD.

As an aside, using a nuclear warhead (even a small one) to take out multiple inbound nuclear warheads could on its own release a damaging EMP, as well as potentially triggering the incoming nuclear warheads.

Any sort of comprehensive ballistic missile defence is a large scale and technologically challenging endeavour. To assert otherwise is foolish, with items put forth either going to fail to succeed, cause additional secondary effects, or both.

Satan 2 doesn't prevent a retaliatory strike however - their use will be followed by a massive and overwhelming counter-strike which is the basis of nuclear deterrence. The best method of countering this or any other missile is to make sure that their use is simply not worth it. That's not changed.

Your comments about using nuclear weapons in anti missile platforms are echoed in discussions about historically deployed systems like Spartan and the difficulties in deploying and using them have not changed.
