How come china has no air craft carriers?

Hey..i've been wondering ..how come china..now considered one of the leading world powers in economics and a world leading industry..with a 2 million man army..... 600,000 navy person has no combat operational aircraft carriers..i've read in some foorums that the french offered to give china the carrier clemencaeu but how come the deal went no where? and how come the 2 air craft carriers currently owned by china arnt comissioned to the navy yet :?: :help
