It was displayed at the Interpoltech 2004 exhibition in Moskou. It is Russian, apparently by Kamaz, designated BTR-94 (not to be confused with the Ukrainian BTR-94, which is a modified BTR-80 with a twin 23mm gun turret). I think it was a prototype that lost out against the GAZ 3937 Vodnik for Russian military service contract.

Update: no it is not Kamaz BTR-94 but rather the Kamaz 43269 "Vystrel" armored vehicle
