Is this an accident? or are they testing new F-15 emergency landing procedure with a Police car as an improvise landing gear?

As you can see the landing gear is already in place,i think they wanna attach the car to one of the Hard points :rotfl.
Wasn't this F-15 aimed for usage by Mr.James Bond.
