I told you she is in the recycling program. She is not being maintained because they are going to scrap her. She was decommisioned last year. That's what happens to a sub if you don't take care of it.
The Acoustic tiles have started to fall off / been removed as they were loose, possibly due to being out of the water for so long, I believe.
I think I'm also correct in saying that Spartan has had her propulsion unit & reactor "cut-off" in a fashion similar to the way the "sawed-off" the front of the Kursk, last year. As Big E said, she's being recycled/stripped to help keep the final swiftsure class boats going, one supposes.
