Well, the F22P is a Type 053H3 with some Type 054 stealth concepts implemented... the Type 054(A) hull is considerably bigger of course.

Is that above the hull that was rumoured to be a "Type 054B"?

The vessel is thought to be a follow-up of the Type 054A
and ……
may be designated Type 054B

Based on some military enthusiasts' opinion,this new one is not 054B but a 054A+,because some information shows that 054B will equip small phased array radar...:)
lol, 054A already has a phased array radar, what it does not have is a multi-functional radar, that's something those people on Chinese military forums don't seem to understand.

The one that just launched is the 3rd 054A from HP shipyard, the 3rd 054A from HD shipyard is a few months away from launching.

To put more accurately, it's FRESCANed vertically, but due to the vee shaped tilt of the back to back radars, the scanning is diagonal.
So while it can qualify as a phased array, the mechanism with which it shifts the phase of its signals and hence the direction of scan vertically is through frequency changes and not phase shifters.

The Sky Eagle is a phased array radar, it's electronically scanned, but it's not multi-functional. Meaning, it only does only volume search. It doesn't do searching, targeting and guidance. It's sort of like S1850M
If its like Fregat, it should be able to do some tracking on its own, determine a threat then pass the initial track of the threat to the Orekh like fire control radars, which is phase array, or to the C-band SR64, both of whom will further track the target on its own.

Not exactly. If you see an array that looks like that, there are actually two kinds of antenna that would resemble the description. You already mentioned one, which is FRESCAN. The other being a Linear Array.

In the Linear phase array, the entire face of lines that you is one large single phase shifter, rather than comprising of separate phase shifters in each element. What happens here is that on each line that you see, will emit on a different phase from each other to create the horizontal or vertical only scan depending on the array's alignment.
