I saw an interesting debate on this from another forum some time ago. They were arguing on russian hypersonic jets. According to 1 member, the Russian have been heavily experimenting the hypersonic jets even during the 70-80's. He showed some pics of Russian test jets which design does indeed looked 80's.
The debate went on, to say after the breakup of the SU, American companies (not sure which) got very interested in this hypersonic research that they teamed up with these russian experimental teams to jointly research hypersonic flight ( as far as civilian use of it being the aim). Some time later, the Americans suddenly quit the project, and some years later the Americans came out with their now on going hypersonic vehicle test bed. ( You know that black pilotless hypersonic jet by Lockheed? )This vehicle is claimed to have its roots from this very Russian research. That when the Americans learned enough, they decided to go their seperate way and build their own, due to its military application.
It would suggest from above that the Russian were ahead in hypersonic research, and the Americans used the break up of the Soviet Union to pounce on the hypersonic tech that the russian's declassified to help their own research.
They also had a few pictures of russian hypersonic test planes from the Soviet times and some AJAX documentations.
I believe AJAX was 1 of the latest and most advanced research of Russian Hypersonic by 1990's. I'm not sure where Russian R&D stand on AJAX or hypersonics now, but there seem to be a classifying nature of the research once Putin came to power. Yeltsin is very good in showing everyone what Russia have and gave everyone a piece of the cake. He is after all a Western puppet President.
But I'm not sure if Russia have the tech nor capability to build a hypersonic bomber right now, as I believe that hypersonics is still in the R&D stage. But Putin once said that they posses a new technology that can hit anywhere in the world, and if that is a hypersonic bomber, that would be 1 of the best kept secret from Russia. Although I doubt it.
