As Ananda points out, different level of maturity poses a challenge to tighter integration along with competing product lines and different needs.

Another issue is simply political. Singapore has extensive defense and deep cooperation with the United States and Israel. These ties stretch back for decades and is at all levels, from defense technology research, joint R&D and even shared intellectual properties for some products.

While those areas would be strictly out of bounds and compartmentalized in any of such ASEAN arrangements, would Malaysia and Indonesia mind?
Indonesia as Indonesia right now is much more open to do cooperation with another country, we are much more open minded right now as long as those cooperation bringing much more benefit to us. Even when we are talking about investment and research cooperation with Israel, we doesn't have much problems right now as before. In Malaysia case, i don't have a right to talking about Malaysia.

Indonesia still and will have problem dealing with Israel officialy, whether under curret Adminstration, or whoever Administration come out from next ellection. Unofficially, behind layer of 'front' company that behave as Israel company agent located outside Israel..well that's another matter.

This is just coming. DI/IAe clearly show that their future lies with Airbus. It's rationale moved, but this means any future projects of DI will have to take account on Airbus involvement and consideration. After all, you do not want to up-set your main partner.

This will make impact for future Asean Defense collaboration. They must take consideration not what members country wants, but also political and business consideration of partners outside Asean, since their defense industry more and more will relied with outside partners too.

As for Indonesian AF future replacement of C-130 ? Welcome A-400M, forget C-130 J ( if budget available though, at the moment only second hand C-130H).

2015 Indonesian Defense Industry has made many progress

1. KFX/IFX project is adding Lockheed Martin as partner of KIA ( thus more certainty on the project)

2. N-219 aircraft will modernize all of our small MPA planes units

3. Propellant factory is being built (in cooperation with France)

4. C-705 Missile production seems to be continued by seeing the amount of C-705 we are going to buy (about 500 missile based on SIPRI)

5. PT LEN has successfully installed CMS for our old frigate and will be participating with new Frigate (Sigma Class) CMS in cooperation with Thales

6. BADAK IFV seems to be a successful prototype and ready for mass producing.

7. PT Info Global will make Indonesian KFX version cockpit

8. Submarine production facility at LAPAN has been started to be built

9. PT Lundin get 4 order for STEALTH Catamaran boat

10 PT Lundin has developed Unmanned Surface Vessel with SAAB

then many companies controlled by govts. also come in.
like drdo of india it can play a crucial roll in manufacturing military goods and items in
that region.
