Calculated move or desperate act?
They are being ignored into oblivion. DPRK needs to do something dramatic to get some int'l attention. Besides SK and Japan DPRK is sooo much off the radar, and the failed tests didn't improve on their situation.

Desperate act.

I have to agree.

This will play into the hands of the new Government in Japan, Article 22 will be a lot easier to adjust with Pyongyang testing.

I can't see China or Russia being too bowled over by such a DPRK move either.

That is because the upcoming nuke test does not change the status quo on the peninsula. So even with nukes, Li'l Kim has nothing to barter with.

Should have played along with Clinton and Albright.

A real test would be a desperate act.
Threatening to run a test may be a smart negotiating move... as long as it allows NK to obtain some concessions without actually having to do the test.

Mr Abe in Japan will probably be much tougher on NK... and China is fed up with NK pushing Japan towards rearmament...

cheers

How fun it would be to see North Korea take on Greenpeace! :D

OT: An underground test doesn't require much space.

Or they try to do some big style dynamite fishing. :D

In the end I also think that they (Whoever is in charge in their) try to get some international attraction and to show the US "Yes we have the bomb and you better do not try to play the same game with us like with Saddam!".

if/when north korea test their nukes, would japan follow suit and become a nuclear weapon state?
Japan certainly has the capability to rapidly develop a nuclear arsenal as well as several advanced methods of delivery. The M-V series of civilian satellite launch vehicles for example, provides Japan with the basis for a potential solid-propellant ICBM system, if she ever chose to deploy such a capability.

Constitutional problems aside, I still feel public opinion is too set against Japan developing a capability, even if North Korea does test.

For me, Japan's response would possibly be an accelerated conventional military build-up, backed up by even more activity with regards developing an effective ABM capability.

If you look at the discussion about the CVN which should replace the Kitty Hawk I also don't think that Japan is going to start an own nuclear program.
As said before, Japan is able to build up a nuclear force in very short time and they should concentrate on ABM systems.

With Abe around, i'd see a huge expansion in funding/purchases for the JSDF
As for a nuke, i don't know, hell, they might already have one and just not tell anyone, the japs do like to keep secrets...secret.

N. Korea is most likely to conduct an underground test in one of its several military facilities on the North-Eastern bit of their country close to the ocean and not too far from Russia.

S. Korea would thus stop with their "sunshine" policy of saying nice things each time N. Korea slaps them... Japan would probably buy F22s, even more SM-3 equipped DDGs, and probably tender for cruise missiles. Loading nuclear warheads on TLAMs is a pretty easy next step if it were ever needed.
The angriest of the group would be China, since NK actions would force its neighboring nations to speed up military purchases and make some of China's recent spendings useless (a Japan with advanced ATBM would render most of China's nuclear arsenal useless)

cheers

1) Yes.

2) Probably not, but they do have about 3 tons of plutonium officially declared to the IAEA. So if they ever do decide to make one - or 100 - they have the materials.

If North Korea goes ahead with the nuclear test, the results for them could be devastating. Any support they could hope for from China or Russia would be gone. (South Korea which currently is led by the Uri party which has somewhat of a reconciliation policy would lose any chance of winning in the 2008 elections (They are already not expected to win) unless they took a new hard line stance.) It would not be out of the question if the Chinese did something to initiate regime change.

Well it would, really. Though they might drop opposition to sanctions or impose some restrictions.

I hope the Japanese are smart enough to realize that building their own nuclear force would be the best counter to any such moves made by NK, as well as a buildup up their conventional forces. Actually I hope were smart enough to realize that too. They talk about their post war constitution but I'd say the reality is they just plain didn't want to spend the money for a 1st world military machine.

Strange isn't it how so many national Leaders ignore the countless lessons of history when confronting tyrants isn't it? Why is that? The Klinton, Carter, Albright, gaggle among them.

What we need right now is bunker busting nukes and the will to use them. I think its a mistake to let this lunatic develop an ICBM force.

that will do whole lot of good when they respond by destroying Seoul.
Isn't silencing the guns and rockets bombarding Seoul with tactical nukes already part of the response ?

the quote was about having the will to use bunker busting nukes.
we are going to nuke them, how do we know that we have taken out all their Strategic weapons? what price are you willing to pay in response to nuking them? are you willing to sacrifice south korea?, japan? using tactical nukes or any kind of nukes on north korea is ........ words can't describe how outlandish a scenario that is.
