space based LBI systems

Hi,
does anyone know any space based LBI (Long Baseline Interferometry) systems, which detect emissions on the earth?

To identify a location and source of an emission? For that purpose the Russians and the United States have been flying a variety of satellites for a very long time such as the Tselina electronic intelligence spacecraft Teslina.
For further precision accuracy can be determined by ground or airborne based detection systems as well. Turning an LBI system towards earth would be ingenious however, earth in a matter of speaking is not that big. Measuring and identifying a location of an emission is much easier pointing down to earth than up, especially with a defined "depth" of Sea-level being the limit to distance of source.
Air, ground and even submarine detection systems all compliment the space based systems.
