"Brilliant Pebbles"

In his book 'High-Tech Warfare', author Robert Jackson described the concept of "Brilliant Pebbles"- a constellation of thousands of space-based interceptors or "smart rocks" that can strike ballistic missiles soon after launch. This book also describes the first test being carried out on 25 August 1990.
I want to know if this program ever materialized, and if it did, how effective will it be in dealing with the threat of modern ballistic missiles?
