I suppose using digital transmission signals is a way to make fluctuations in signal carrier properties less relevant.

the fluctuations are usually called "jitters" - not to be confused with the acronym

basically this is a low level commercial development of what I've discussed before eslsewhere in DT re using arrays of UAS as comms bearers and repeaters

note, quite a few mining companies use COWS in Australia

I'd have thought a mini aerostat would offer practical advantages. Weather conditions could be an issue though.
