What strategic goals would be achieved by invading Cuba? None. They aren't a threat to the US, and they don't control anything of strategic interest. Cigars would be the only reason to take them over but it's too late for that, the better cigars aren't coming out of Cuba anymore. That's pretty much why they haven't been invaded.
