This weapon would use fleshette type rounds for any sort of accurcy but in the smaller calibres adverse weather could affect accurcy over longer ranges, so would it not be better suited for area defence namely airfields,depots,ships? where ammo and power should not be an issue
It is not a rail gun. It operates by spinning a rotor at high speed and releasing the ball projectiles at the correct moment. It has been discussed widely on specialist forums, such as the two below (they in turn have links to many original sources).I really wonder how it operates..
Looks like another "magic" gun using some physical phenomens like electric linear accelerator or gauss gun with no real considerations on the stored/transfered/consumed energy.
