US Attacks Syria footage

Just a quick question. One of the clips released by the DOD shows video of an air attack on a command building of ISIL. It appears two separate penetrators pierce the roof, with accompanying debris from kinetic effects (not blast effects) spraying out of windows near the penetration track. Within milliseconds two or more other projectiles hit the building with significant explosions. Had not seen this particular tactic before in video. Anybody actually know the sequence? Are these penetrators to hit a deeper bunker under the building, followed by HE warheads to take care of ancillary admin areas in the upper structure? Makes sense, just hadn't spotted that before.

Also... suggests, does it not, advance intel that the building may house a target worthy of penetrators?
