Is the TU-160 the best bomber?

What criteria are to be used in evaluation of it? Speed, stealth, warload, range, etc?
It's still being upgraded, and besides, missiles they carry also play a role!

based on performance, payload, and missiles that it can carry. Mostly compared to B-1 and the B-52.
