Base on that news, south korea satelite delivery vehicles will used Russian rocket for first stages.
Based on several publications and also looking from our own effort to have satelite delivery vehicles, the First stages seems is determining factor to have powerful enough vehicles to lauch satelites.

Now by using Russian, I just wandering if this can be constituted as breaching Missiles Proliferations regimes or not ?
Do any of you guys now what limitations on cooperations for satelites launch vehicles like South Korean do with Russian ?
By using first stage from Russia, although other stages using their own technology, still in some way south korea and russian will interact on the technological sides (at least in matting and other specs)..

Just wandering since Russia also offering us for cooperation on satelites launching business (using Biak in Papua as launch site)...
This still not moving further, and now we trying to build our own vehicles (granted much smaller and only for micro satelites) for 2012 time schedulle.
One of the reasons (if the source correct) are some objections on Russian sides on some of our space agencies demand due to misiles proliferations regimes.
