I think you mean this picture:
Only information I have is that it is during exercises between PAF and the USNavy. I think these exercises are quite regular and involve one Carrier battle group working with Pakistan Navy and Air Force to strengthen interoperability and to develop a relationship.
Picture is probably somewhere over Baluchistan or Sindh province (Judging by the terrain and the fact that its a Naval F-14).
The picture was scanned by some guy and put on another message board. I saved it to my hard disk and then uploaded it to the gallery. Now it is even in the www.globalsecurity.org archive.
