Russian Ministry of Defense’s ships, sea armaments and defense technology purchases and delivery department signed a contract with the SV for the project 22350 head frigate construction.

Having signed this contract, the Navy started the second stage of its modernization program, according to which within the next few years they willl mainly order small ships for close and far sea zone, that is corvettes and frigates. The first ship to be constructed is project 22380 corvette «Steregushy» (the SV won the tender for this ship’s construction). The launching is planned for March of 2006. Besides, at the moment the SV is constructing three more ships for Russian Navy (two corvettes and one special intercommunication vessel). Two destroyers for Chinese Navy are already finished. One of them will be commissioned by the end of 2005, another – in first six months of 2006.

The project 22350 frigate is designed by Severnoe design office and purposed for anti-submarine and shock service. After a 15-year break it is the First Russian vessel for far sea zone. The frigate’s displacement is 4500 tons, its main weapon are eight ЗМ55 «Onyx» anti-ship missiles, a new 130-mm artillery plant A-192, anti-submarine missile complex «Medvedka 2», medium range antiaircraft missile complex «Uragan». The frigate will be laid down in 2006 and commissioned to the Navy in 2009.

According to the program, by 2015 the Navy need in project 22350 frigates is assessed in 10-20 ships. Military officials planned to start a tender for the lead ship construction still at the beginning of 2002. However, at that time the ship was not included to the state defense order. The main contenders for the frigate construction were plant «Yantar» in Kaliningrad, Baltiysky plant and the SV. The tender took place only in 2004-2005. The SV won it. By that time «Yantar» was already almost a bankrupt, so the only real contender for the SV was Baltiysky plant. The SV owners, United Industrial corporation (the UIC) turned to have more influence on officials than Baltiysky plant ones. The results of this very tender forced «IST» group to sell Baltiysky plant to the UIC, observers suppose.

Russia's Navy is set to acquire 10 to 20 new battleships by 2015 that will set it back 5 to 10 billion rubles per frigate, Biznes, a business daily, reported.

"This is, in fact, a large destroyer that is called a 'frigate' for political reasons," Mikhail Barabanov, scientific editor of Arms Exports magazine, said.

The new Mk 22350 multi-role and long-range frigate will conduct anti-submarine warfare (ASW) operations, hitting other naval targets. It will take three or four years to complete one frigate, if this project gets regular appropriations.

"Most likely, this project will feature engineering solutions that were used to build Mk 11356 frigates for the Indian Navy," Konstantin Makiyenko, deputy director of the Center for Analyzing Strategies and Technologies, said.

So what is the ship's real displacement 4,500 tons or 8,000 tons? or is that just it's standard and full load ?

as far as i can tell its going to be in the range between 4,500 and 8000 i think its still in the design stage so final displacement probably isnt known at this point in time

Will the ship be abble to restore Russia's hold on sea power?
If Russia succeds in Project 20380 Steregushchy corvette program as well as affiliated technologies such as sensor suites, command&control systems etc, Project 22350 will be the next milestone in Russia's efforts for restoration and modernization. But till then, most sources will be pouring in keeping a considerable SSBN/SSN force and Steregushchy.

Indeed, the St. Petersburg-based Severnaya Verf shipyard had never seen so many eminent guests as on December 21 last year when the Steregushchy corvette (Project 20380) was laid down for the Russian Navy. The ceremony was attended by Mikhail Kasyanov, Prime Minister of the Russian Federation; Ilya Klebanov, Deputy Prime Minister; Victor Cherkessov, Plenipotentiary of the Russian President in the Northwest Federal District; Vladimir Yakovlev, Governor of St. Petersburg; Sergei Frank, Minister of Transport; Vladimir Pospelov, Director General of the Russian Shipbuilding Agency; Admiral Vladimir Kuroyedov, Commander-in-Chief of the Russian Navy; and other officials.

The broad attendance of high-rank officials emphasized the significance of the event: the Russian Navy had not ordered large surface ships for years. «Today we begin the construction of a series of combat ships,» Mikhail Kasyanov announced at the meeting held to mark the laying-down of the corvette. «The Navy is one of the the state’s primary concerns,» he stressed. This idea was highlighted by all other speakers.

«The mechanism of implementing Russia’s Marine Doctrine is coming into operation,» said Boris Kuzyk, Director General of the New Projects and Concepts industrial holding company which comprises the Severnaya Verf shipyard. «The construction of Project 20380 corvettes is part of the plan to restore Russia’s naval power.»

Why are corvettes to give rise to the renewal of the surface ship fleet? In answer to this question Rear-Admiral Anatoly Shlemov, Head of the Shipbuilding Department of the Russian Navy, pointed out that according to Russia’s official classification Steregushchy is a «multipurpose patrol ship of the coastal waters.» The number of such ships in the Russian Navy has dramatically dropped in recent years while the demand for them is strong.

Frankly speaking, the Navy has no such ships left. Projects 1124 and 1331M small antisubmarine ships (Grisha and Parchim II according to NATO classification), as well as Project 1234 small missile ships (Nanuchka according to NATO classification) which ranked as corvettes abroad, were designed for a limited range of missions — antisubmarine and antiship, respectively. Only Project 50 patrol boats (Riga according to NATO classification) can be regarded as Steregushchy’s direct forerunners. These patrol boats built in the 1950s in a series of 68 units were truly multipurpose craft. With a total displacement of 1,200 tons and a cruising speed of 29 knots, these craft were fitted with three 100mm multipurpose gun mounts, two twin-barrel guns, torpedo tubes, depth charges, conventional and rocket-assisted bomb-throwers, and were able to carry up to 26 mines. (In China, patrol boats of this class built under the Soviet license were additionally equipped with the Hai Ying 2 antiship missiles.) Project 50 patrol boats were «workhorses» in the Soviet Navy as well as in the navies of Bulgaria, East Germany, China, Indonesia and Finland: participating in exercises they waged antisubmarine warfare, fought against surface ships of the potential enemy, provided fire support for landing forces, etc. By the early 1990s, Project 50 patrol ships had by far exceeded their service lives and become obsolete. Eventually they were discarded, but the Navy had no vessels to replace them.

It does not mean though that the concept of Project 50 ships as multipurpose patrol boats of the coastal waters was abandoned: it fully meets the present-day requirements for corvette-class ships. And there is a lot of logic in this. In Britain, corvettes, having slow-speed whale-boats as their prototypes, were reborn during WWII exclusively as anti-submarine ships intended to protect convoys from German «wolf packs.» In Russia, the history of patrol boats goes back to torpedo-boats — high-speed ships equipped primarily with offensive weapons. It has not always been justified. Today, however, it is such ships — comparably inexpensive and universally armed — that are sought for. This can be easily explained by the western navies’ adherence to the concept of littoral war which implies that a country is prepared to wage active see warfare against another country in the latter’s littoral zone. The name of the American version of this trendy concept speaks for itself: «Forward... from Sea.» Obviously, Russia cannot ignore such plans of western strategists. So there are good grounds to believe that Project 20380 corvettes will become basic means of protection of Russia’s adjacent littoral waters.

Does the project 22350 FFG have any stealth features?
We don't know how well they have done because everything is potentially a radar giveaway. Even US Arleigh Burkes have stairwells and ladders that are made not to reflect radar emissions. From outward appearance it certainly looks like they are making the attempt but I doubt they have the detailed knowldge US engineers have been developing for decades.

Yakhont is a decent ASM, it's a good upgrade for a Russian corvette. The Medvedka is similar to ASROC, kind of obsolete these days. 100mm gun speaks for itself. Two Kashtan-M looks pretty good for CIWS but someone said the Chinese weren't impressed with it... that can't be a good thing. 2 14.5mm machine guns... whoopty doo. It has a helo... yeah! It's an improvement over older Russian corvettes for sure but I doubt this thing will even sell with MEKO and Visby corvettes running around.

They are two different projects, but it seems more emphasis has been put on Project 20380 Steregushchy. It more or less symbolizes Russian Navy's new doctrine, i.e maintaining a smaller but more effective force by reducing number of combattants while introducing more automated systems and more modern C4ISR elements, under hands of less but professional, well trained personnel. Project 22350 heavily depends on the success of Steregushchy, since it will take a lot of technology from him.

By the way, for now Yakhont is only a "future option" for Steregushchy -let alone Pr 22350 Gorshkov- meaning waiting for funding and solving integration issues. First Steregushchy class corvettes will use 3M24E Uran (SS-N-25 "Switchblade") anti ship missiles in two quad KT-184 launchers (similar to Mk141 launchers of RGM-84 Harpoon).

As for the main gun, 130mm/?? AK-130 will be used in Project 22350, while 100mm/70 A-190 was selected for Project 20380 Steregushchy. Today 57mm/70 Bofors and 76mm/62 Oto Melara are almost standard guns for western built corvette and patrol boats, the latter even installed on some succesful frigate designs.

I'm not sure about Project 22350, but Project 20380 Steregushchy uses one Kashtan CIWS. There are future plans to install a second Kashtan abaft helicopter hangar.

I'm very skeptical about Project 20380 Steregushchy's living conditions for personnel, since he operates a good load of weapon systems, such as a large caliber (100mm) gun with two 30mm gatling guns plus two 14.5mm, 8 x SSM's ASROCsky rockets (RPK-9 Medvedka-E), Kashtan, 2 gas turbines and two diesels and a helicopter hangar on a 1,900t hull. Today's corvette design trends put heavy emphasis on personnel living and operating standards, since these boats may well remain on patrol for 2-3 weeks without replenishment. Russians are not famous for putting ergonomy on top of design requirements, but it is a "must" for a navy undergoing modernization, reconstruction and rehabilitation, not to mention introducing voluntary service and professionalism.

The new 22350 has better arrive real fast... while the Russian navy is putting a lot of efforts on SSBNs such as the Borej and SSN such as the Severodvinsk, the surface fleet is suffering a lot.
The remaining Sovremenny and Udaloy (probably less than 20 by adding up both ship classes) are getting older and their SAMs are obsolescent (SA-N-7 for Sov and shorter range SA-N-9 for Udaloy)... besides, the Udaloy lack SSMs.
Never mind the Krivak (half a dozen left). The Grishas are leaving service fast, and the Neustrashimy... well there's one and may be another one completing.
True there are some other projects besides 22350 and Stereguschi, such as the Novik light FFG, but there are only a couple around (in the Caspain IIRC).

In 10 years' time all Sovs and Udaloys and Krivaks will have left service or will have to be massively upgraded...

Agree entirely. The term stealth appears to be over used. This ship, and other modern surface combatants, are designed for a low RCS in the horizontal plane but are not stealth vessels in the same manner as the DDG1000 or the Lockheed experimental twin hull semi SWATH were. The Visby could be added to this list as well.

The ship still has bulwarks and other features such as the gun mount, semi enclosed spaces (open top but solid bulwarks), masts, weapons mounts and, in the case of the russina vessel, exposed boats which would reflect a radar image. This is particlaulry the case for high flying partol aircraft or UAV's where radar refelctions from such featuers would be more pronounced as the search platform radar is not directly in the horzontal plane to the same extent another vessel, missile or low flying air craft would be. The design of the DDG1000 and Visby appears to address this issue and as such the term stealth may be should only be applied to these vessels.
