Was really interested in being able to see a US aircraft carrier up close, and other navy warships. I hear the Norfolk Naval Shipyard offers 45min tours, but you don't get close at all to the ships.
Read some reviews on the internet that the Hampton Roads Harbor Tour is a much better way of seeing the ships. Anyone got any ideas on what to do?

I can't help you with the east coast bases but if you are ever in San Diego there are couple of Harbour tour cruise companies, I have visited twice and taken different people with me the full 2 hour tour goes all through the harbour, we saw Aircraft Carriers, Submarines, Attack and a SSBN plus the Gotland the first time I went plus the Naval Air Station with heavy helo and fast mover activity, you then go past NASSCO with the DDGs in refits and the TAKR being built, the second time near Coronado I saw what I assume were SEAL's in RHIBs and helo support plus all the Amphib vessels and regular fleet ships.
Not the best help as you are in NC, but if you find out more information about the Norfolk tours I'd appreciate it, I didn't have time to stop by as I had to get to DC when I was in Virginia but I would love to visit next time on the East Coast.

These guys do a bus tour on the base. While you can't leave the bus the road runs right along the piers. I was stationed on Norfolk Naval base about 5 years ago and this is about the best tour that you are going to get of active ships.
Down at waterside in downtown Norfolk they have the boat that departs by the Nauticus and will take you on a harbor tour. Some decent night life down at waterside as well.
I have never done the tour but unless you know someone serving on the base, this is one of the only ways you are gonna get on to see the ships.
Hope this helps. There are always more ships on NAVSTANOR (Norfolk) than the Shipyards (Portsmouth or Newport News).
I took my wife on the "Spirit of Norfolk" dinner cruise several years ago for our annaversary and the turn around point was over by the carrier piers at NOB.

Good for you.
Mine loves it, but then they don't have to do the cleaning for inspection. Plenty of work and planning goes into a Family Day Cruise like sanitizing compartments and work centers of confidential and hazardous material. Just basic security and some scheduled evolutions.
And after the work, the families have a blast.
Whether a sailor finds it a lot of work is not the point.
Besides, many break out the fishing rods while the ship trolls at 5 knots. One game has the skipper awarding 3 Liberty days to the family's sailor with the highest fish count (and by weight as a tie-breaker).
Good Eats too so what's not to like.
And as for my cousin; the entire point of events like these is to build and reaffirm the military community. Businesses call it networking. I call it a lot of fun.
