I dont understand what ti's trying to say does this mean when you sneak up close to the shore and select a shallow trajectory the SLBM give you 3 minutes to respond???

Yes it is exactly what he means. The more you reduce the distance between the sub and the target, the fastest the warheads are on target.
Hence the possibility to destroy the chain of command before the launch detection of SLBM's and the order to retaliate can be achieved.
But I think 3 minutes is not very realistic, rather 5 minutes.
However, launching at great range increase the time on target to 20-30 minutes.
