Time to use air force against Syrian terrorists

Up until now, the Assad regime has tried to play it fair; limiting the conflict to small arms, armoured vehicles, and light mortar. But now, the terrorists/freedom fighters have upgraded the conflict; using heavy weapons, increasing the intensity of terrorist activities with IEDs and so forth and have begun to spread terror and fear throughout the wider population.
Is it time the Assad regime started using heavy artillery and air power to quash the terrorist/jihadist forces?

One mans terrorist is another mans freedom fighter. especially when 17000 civilians have paid the price already - and not all from the ruling tribe(s)
