I heard that Estonia was more developed than Finland at the start of World War Two. Was it's army also more developed than the army of Finland at the start of World War Two?

Tiny and mostly irrelevant would probably not be too far from the mark. The finns managed to put up a successful (mostly) defense against the USSR, where as the Estonians surrendered.

I heard that the Estonian army was one of the best in Europe. It even had it's own planes.

Where did you hear this, and what do you mean by best?
In the comments section of an Estonian news portal. The comment or comments had more votes for it or them than against it or them.

A comment on an Estonian news article commenting how good the Estonian armed forces was/is will always be received well due to the majority of the reader base being - presumably - Estonian.

Ain't really a good source for accurate info really.
