STRV 103B "Conning Tower"/Commander's Hatch Ring?

I am building the Trumpeter STRV 103B S-Tank and was wondering about the "Coning Tower" as it is called in the instructions--that is the ring around he commander's hatch to which the machine gun is mounted. Did it rotate on the tank? Looks like it should but I haven't been able to find anything on this.

Yes it does have a rotating stabilized 7.62mm.
