How was or is Civilian Protection in wartime organized in your country?
Germany, Cold War (1972 Planning), couple facts:
Planned wartime manpower: 580,000 (1% of population)
At wartime about a quarter million medical corps, a quarter million firefighters, 100,000 civil engineer corps
organized in local platoon-, company- and battalion-level units, with a command structure at state and federal level
Mostly consisting of volunteers (and conscripts doing non-military duty)
responsible for wartime protection and supply of the civilian population as well as organized standard supply for armed forces (food, water etc)
above in addition to regular personnel in nationalized industries (e.g. 900 rescue platoons with 25,000 men within the Federal Mail Agency)
Planned build-up of police forces in wartime through reserves
At wartime conversion of 40,000-strong border patrol forces into police force with combattant engagement capability (i.e. for performing police duties in areas where they might face enemy forces)
centralized, bunkered autonomous civilian network (10 coordination centers in fully autonomous bunkers with 170 men staff) with 1,000 N/C sensor stations and 20,000 warning stations tied into armed forces recon and air surveillance systems
1,250 public bunkers for about 1.5 million people (incl. 1,200 upgraded WW2 bunkers), additional bunkers (several 100,000 places) within nationalized industry
financial support for private bunkers - originally planned as mandatory for new buildings, but the law failed to pass
25,000-strong volunteer corps educating population on wartime self-protection measures in peacetime
400 auxiliary wartime civilian hospitals with 160,000 beds, 25% in bunkers
food depots for supplying whole population with one warm meal per day for a month
planned autonomous wartime water supply system (1,000+ independent wells) sufficient for supplying 20% of the population full-time
prepared replacement/repair for wartime damage, e.g. replacement bridges and multi-purpose ferries, backup communications and energy distribution lines, depots for respond staff with e.g. signals equipment
complete dissolution of capitalism in wartime, full replacement with ration system for all goods, starting with food.
