Considering they are flying F-16s in large numbers and have integrated US training styles I would have to say they are a pretty competent force. I know after they broke ties with the Soviets and started acquiring US platforms they adopted Western style flight doctrine. If you consider the US to have a great AF then you could compare Eygpt to a lesser degree.

Their average annual flight hours are one of the better in the Arab region and the EAF does exercise to a more realistic and relevant standard as well.

I see Egypt and UAE as the only two middle east/arab countries which have proper AirForce. UAE has the best equipment but it lacks the menpower. Last year only 1 UAE national got selected for the airforce. It continues to borrow pilots from Pakistan & Egypt.
Egypt has good number of fighters and pilots and since it is in the risk zone, I would it is atleast better than any other Arab country in the region.
As for quality of pilots, well they might not be as good as Israelis but yet again better than Jordanians or Saudis.

Not sure about them being better than the Saudis, I have flown with them before and find them to be pretty well trained. During exercises they broke all of my mis-conceptions of the quality of Arab pilots. If I have to rate Middle Eastern AFs it would be Isreal, Saudi then Egypt.

Sorry, I admit I am biased, but I can not agree. I would without hesitation say that on average, RSAF's pilots are a lot better trained and prepared than all of their Arab neighbours and probably a lot closer to NATO/Israeli standards than any other Air Force in the region. I would agree though that the Egyptians are not too far behind however.
Saudi's major problem, like most Air Forces, is attracting enough technically qualified manpower whilst also retaining experienced and skilled crew.

well lets not forget their performance in the 1973, especially that they are one of the Arab states that had the nerve to execute a full scale attack on Israel and achieved about 80% of their targets ( im not sure of that one ).
