No. While the aircraft is very capable in the manuevering area (It is known to be able to perform Pugachev's Cobra alongside some of the thrust vectoring capable aircraft e.g. F-22, F-16 VISTA and SU-30 Variants) the M88-2 that the Rafale carries is not thrust vectoring capable.

Snecma was developing a M88-3 variant that was predicted to be TVC, but I have heard little about it and would be interested to hear from anyone that knows more about that program.
